Are you talking about a general config.cache to be used in all Gnu builds?

If configure is just looking for the existance of files, and the files it
is looking for do exists, yes the test would be TRUE. If configure is
looking for something else, well you basically have to go through the test
step by step, then compare your results with what configure came up with.
For instance, I had a problem a while back where configure was saying that
I was not using gcc, when in fact I was. Looked into configure to see the
actual test, and I found out configure needed egrep, and at that time I
did not have egrep installed, thus it was giving a false answer. When I
installed egrep configure had no problem finding out that I was indeed
using gcc.
